How this basket is built
Every purchase reported by any member of the House or Senate counts. A company joins the session after the report becomes public, because nobody could act on it before, and the position is opened at that session's close. It stays for 90 days after the newest qualifying report, and leaves when that report is older. At most 60 companies are held: the ones reported most recently. Sales do not remove a company. Reports come days or weeks after the trade, and amounts are official ranges.
The basket is rebalanced to equal weights every session, with no trading costs and no dividends. It describes what a rule on public reports would have done. It is not what anyone owns, past results say nothing about the future, and none of this is investment advice.
