Each purchase disclosed by a member of Congress (or a spouse or dependent child, as the filing reports it) is “placed” at the first close after its filing date, which is what anyone reading the filing could have acted on. $1,000 goes into each purchase and is then held. The line is the sum of those holdings valued at each day’s close, from split-adjusted prices. The same $1,000 goes into SPY at its close of the same day. The dashed line is the total put in.
A hypothetical replay of public disclosures: $1,000 placed in each purchase at the first close after it was reported, held, with every purchase weighted equally (Congress amounts are only official ranges), next to the same stakes in the S&P 500 (SPY).
